Apologies were received from Cllrs Lowe (business), Robertson (personal business), and Houghton (personal business).



Cllrs McCulloch and Morris declared a personal interest in application 22/0076M on the grounds of being known to the owner.



A representative of the South Knutsford Residents Group spoke in relation to the SADPD, noting there is no non-strategic housing sites for Knutsford and no change to the retail footprint, the airport operational area received critical comments in order to tighten up the policy, the request for 3 replacement trees for each felled tree was rejected, the travelling showperson site located on Mobberley Road was not mentioned, low density areas are to be clarified but not named, and some disappointment over the comments surrounding the Brooke Street triangle as these are the opposite to the last inspector comments.

The representative also spoke in relation to applications, 21/5417M stating the application has revisions which seek to accommodate highway access and may include some tree and hedgerow felling for the visibility splays and noting that the drawings do not appear specific, and 21/4551M stating the application has big implications within the setting of a listed building and the recent revisions were stumbled upon as no notifications were received.

The council OBJECTS on the grounds the proposed new egress will be detrimental to highway safety as it is too close to the Haig Road junction and significant weight has not been applied to the additional traffic movement from the nearby Parkgate housing development which includes upwards of 200 homes, and the removal of trees and hedgerow without mitigation.


21/6413D Land North of Parkgate Industrial Estate, Parkgate Lane Discharge of Conditions 3, 4, 9 & 14 on approval 18/2996M for Reserved matters application pursuant to outline planning consent 13/2935M for siting, design, appearance and landscaping details for residential development (C3 Use Class)


Note: Condition 3 relates to facing and roofing materials. Condition 4 relates to sustainable drainage systems. Condition 9 relates to a landscape plan which includes hard, soft, and buffer landscaping. Condition 14 relates to the open spaces plan and timetable.

The council raises no objections subject to the monitoring of the planting retention of condition 10(d) of approved application 18/2996M, noting any trees, shrubs or hedges planted in accordance with this condition which are removed, die, become severely damaged or become seriously diseased within five years of planting shall be replaced within the next planting season by trees, shrubs or hedging plants of similar size and species to those originally required to be planted.


21/5675M Sycamore Lodge, Toft Lodge Single storey rear/side extension with internal alterations. The council raises no objections, subject to neighbour comments.


21/4551M[1] The Cottage, The Lodge, Toft Road Amended Plans:

Erection of a new residential property within the existing grounds of The Lodge, Toft Road, Knutsford.

The council STRONGLY OBJECTS on the grounds the application fails to overcome our previous objections, the proposal remains detrimental to the Legh Road Conservation Area and the setting of the Grade II listed building, it impacts one of the remaining views of the open space, and it fails to fully demonstrate how it meets the local housing need.

Roxburgh, Legh Road Works to Protected Trees: Tree works: mainly husbandry to TPO groups on Legh/Leycester Rd boundaries and fell birch on W boundary The council OBJECTS to the proposed felling of the Birch on the grounds that

alternative work could be undertaken, namely a crown reduction in height, which would remove the necessity for felling.


If Cheshire East Council is minded to approve the application, the council requests the Birch is replaced by a native broadleaf tree within the curtilage of the property.


21/6456T Hansen House, Toft Road Works to Protected Trees: Tree works: fell three conifers The council OBJECTS to the proposed felling of three unspecified coniferous trees on the grounds that the trees contribute to the amenity of the area and insufficient information has been provided to justify the works.


22/0012T 35, Goughs Lane Works to Protected Trees: Tree works Oak (T1) – reduce in height by 2.5m; shorten side laterals limbs to 1.5m. Reason: to control size over drive/closeness to building. The council OBJECTS to the proposed reduction of the oak on the grounds that the works are unnecessary for the longevity of the tree.




It was RESOLVED to raise no objections to the licensing application for Kampai Knutsford, 48 King Street, subject to the licensing hours according to similar establishments within the town centre and waste removal from the building is undertaken during daylight hours.
