PL25/041 APOLOGIES FOR ABSENCE

PL25/042 DECLARATIONS OF MEMBERS’ INTERESTS

Cllrs Coan and Gray declared a personal interest in application 25/2189/FUL on the grounds of being a trustee to the building next door, and Cllrs Coan and Dalzell declared a personal interest in application 25/2327/FUL on the grounds of the applicant has been involved in various conservation and town-wide projects.

 

PL25/043 PUBLIC PARTICIPATION

A resident spoke regarding the contribution additions to the resolution for application 25/1468/OUT stating that within the report members had received and following representations from neighbours that there are eleven or twelve points raised around various items including access, housing number, drainage, and the application outline. The resident asked members to consider the applications submitted for the development as inter-related and comment on them as such.

 

PL25/044 CONFIRMATION OF PREVIOUS MINUTES

It was RESOLVED to approve the minutes of the meeting held on 30th June 2025 and the 1st July 2025 (following the correction of a typographical error).

 

PL25/045 LAND AT BOOTHS PARK – S106 AGREEMENT

It was RESOLVED[1] to add to the previous resolution to support the application, and ask for the following:

  1. A s106 contribution of £5,000, towards burial provision which includes the costs associated with the exploration, acquisition and development of expanded burial provision in Knutsford.
  2. A s106 contribution to provide and set out a new area for allotment gardens of c. 2,000 sqm of plots (providing 16 standard sized plots) including an area for parking and provision of water and fencing and that this site be transferred to the Town Council to manage alongside other sites within the town. (noting this could be provided outside the red line boundary of the application site, i.e. to the south of the) existing car park within the Booths Hall estate.
  3. A s106 agreement to secure land for, and supply of, two full-size rugby pitches and a training pitch, or a considerable contribution to sufficiently enhance the current provision to enable Knutsford Rugby Club to operate fully from the site.
  4. A s106 agreement to see new paths created dedicated as public rights of way and be of a sufficient standard to enable them to be perpetually open to the public.
  5. A s106 agreement to secure improvements in active travel through existing Public Right of Way improvements.
  6. For consideration to be given to points 1-11 within appendix A with particular attention drawn to points, 4. Access, 5. Flood Risk, 6. United Utilities connections, and 7. Ecology.

Areas the council highlighted as areas it wishes to work alongside Bruntwood are:

  1. There be no detrimental impact to Booths Mere and the surrounding land as a result of the development.
  2. To consider maximising community benefit through the creation of a circular route around Booths Mere.
  3. That the Lambing Shed and Cricket Club footpath connections are sufficiently safe and traversable for foot and cycle traffic.

1. Species: 3x Mountain Ash, 2x Amelanchier Recommendations: Fell left-hand tree to ground level. 2. Species: Acer Recommendations: Formatively prune by clipping approx. 1 metre all around. Remove stakes. 5. Species: Chestnut Recommendations: Clip lateral limbs to clear property by 1.5 metres. 6. Species: Crab Apple Recommendations: Reduce 1–1.5 metres all around to control size. 10. Species: Walnut Recommendations: Crown lift low branches by 2 metres and clear building by 2 metres. 11.Species: Yew Recommendations: Prune to clear the building by 1.25 metres. 12.Species: Evergreen Oak Recommendations: Remove epicormic growth from stem.

Holly – Reduce in height to the mid point on the window on the property and clip the sides hard back by approximately one metre. REASON The tree is positioned very close to the property. The reduction of the tree will allow the tree to be maintained with a smaller overall canopy.

25/2343/TPO Stonelegh Legh Road, Works to Protected Trees:

T1 and T2 Pine Trees – Fell to ground level

The council OBJECTS to the proposed felling of T1 and T2 (Pine trees) on the grounds the tree contributes to and provides a landscape function, the trees are not dead, dying or diseased, and present no high risk to life, therefore should be refused.

 

The council suggests alternatively to felling, the applicant should consider pruning works to reduce lateral limbs.

25/2342/TPO Fiddlers Leap Bexton Lane, Works to Protected Trees:

Tree works to Lime tree (T1) to crown prune and thin by one metre and crown lift by three metres and to fell Scotch Pine tree (T2)

The council OBJECTS to the proposed felling of T2 (Scots pine) on the grounds the tree is not dead, dying or diseased, and therefore should be refused.

 

The council pruning works as an alternative to felling, to ensure the retention of the tree.
