PL21/017 ELECTION OF CHAIRMAN
In the absence of the Chairman and a Deputy Chairman of the Planning and Licensing Committee it was RESOLVED to appoint Cllr Gardiner as chairman of the meeting.
PL21/018 APOLOGIES FOR ABSENCE
Apologies were received from Cllrs McCulloch (personal business), Gray (personal business), Houghton (personal business) and Morris (health).
PL21/019 DECLARATIONS OF MEMBERS’ INTERESTS
Cllr Gardiner declared a personal interest in application 21/4514M on the grounds of being a former trustee of the establishment.
Cllr Robertson declared a personal interest in application 21/4419M on the grounds of being a neighbour.
PL21/020 PUBLIC PARTICIPATION
A representative of the Nether Ward Community Group spoke in relation to application 21/4630M stating the applicant has taken on board many of the suggestions put forward by interested parties. The application complies with many of the Knutsford Neighbourhood Plan policies but fails to meet policy E2 for Blue and Green Corridors. The boundary treatments proposed are walls and fences and whilst these have provisions for hedgehogs, native planting would be better suited to meet policy E2 and provide better wildlife permeability.
A representatives of the South Knutsford Residents Group spoke in relation to application 21/4595M stating the proposal conflicts with Knutsford Neighbourhood Plan policies H1 and H2 noting the proposal presents overdevelopment of the site, not addressing the housing needs of Knutsford, and the proposed subdivision of the plot within the Legh Road Conservation Area is not characteristic of the area. The proposal presents substantial losses of trees and habitat which will impact the entry gateway into the town.
A resident spoke in relation to applications, 21/4514M stating the proposal, whilst minor, does not present a Design and Access Statement in order to explain how the application meets Knutsford Neighbourhood Plan policy HE3 and the relationship with neighbouring properties in order to comply with policy HE2; and 21/4827M and 21/4725M stating the proposals include the replacement of windows and doors that are almost indistinguishable to timber-frame windows which may lead to inconsistency and conflict if the applications are approved as there is a requirement for timber-frame windows within the Legh Road Conservation Area.
