PL21/017 ELECTION OF CHAIRMAN

In the absence of the Chairman and a Deputy Chairman of the Planning and Licensing Committee it was RESOLVED to appoint Cllr Gardiner as chairman of the meeting.

 

PL21/018 APOLOGIES FOR ABSENCE

Apologies were received from Cllrs McCulloch (personal business), Gray (personal business), Houghton (personal business) and Morris (health).

 

PL21/019 DECLARATIONS OF MEMBERS’ INTERESTS

Cllr Gardiner declared a personal interest in application 21/4514M on the grounds of being a former trustee of the establishment.

Cllr Robertson declared a personal interest in application 21/4419M on the grounds of being a neighbour.

 

 

PL21/020 PUBLIC PARTICIPATION

A representative of the Nether Ward Community Group spoke in relation to application 21/4630M stating the applicant has taken on board many of the suggestions put forward by interested parties. The application complies with many of the Knutsford Neighbourhood Plan policies but fails to meet policy E2 for Blue and Green Corridors. The boundary treatments proposed are walls and fences and whilst these have provisions for hedgehogs, native planting would be better suited to meet policy E2 and provide better wildlife permeability.

 

A representatives of the South Knutsford Residents Group spoke in relation to application 21/4595M stating the proposal conflicts with Knutsford Neighbourhood Plan policies H1 and H2 noting the proposal presents overdevelopment of the site, not addressing the housing needs of Knutsford, and the proposed subdivision of the plot within the Legh Road Conservation Area is not characteristic of the area. The proposal presents substantial losses of trees and habitat which will impact the entry gateway into the town.

 

A resident spoke in relation to applications, 21/4514M stating the proposal, whilst minor, does not present a Design and Access Statement in order to explain how the application meets Knutsford Neighbourhood Plan policy HE3 and the relationship with neighbouring properties in order to comply with policy HE2; and 21/4827M and 21/4725M stating the proposals include the replacement of windows and doors that are almost indistinguishable to timber-frame windows which may lead to inconsistency and conflict if the applications are approved as there is a requirement for timber-frame windows within the Legh Road Conservation Area.

It was RESOLVED to appoint Cllr Robertson as the Deputy Chairman of the Planning and Licensing Committee.

21/4693M 16 Parkgate Lane Proposed Ground Floor Single Storey extension to the side and rear The council raises no objections, subject to neighbour comments and the planning officer being satisfied there is sufficient parking available to comply with policy T4 of the Knutsford Neighbourhood Plan.
21/4595M Sandings, Chelford Road Proposed new dwelling The council OBJECTS to the application on the grounds that the proposal fails to comply with Knutsford Neighbourhood Plan policies D1, D2, D3, H1, H2, and HE3 as follows:

·         The scale and design constitute overdevelopment of the site.

·         The proposal is out of character with the surrounding properties due to infill development and the characteristic plot ratios of the Legh Road Conservation Area as highlighted within the Legh Road Conservation Area appraisal.

·         The removal of trees without significant justification or mitigation considering the declared climate emergency.

·         The proposal is unsuitable for the site and is detrimental setting of the Grade II listed Obelisk and to the Legh Road Conservation Area.

·         The application fails to provide the necessary Design and Access Statement.

·         Access to the site is not fully clear as the site plans present a boundary line which extends north to Leycester Road.

The council OBJECTS to the application on the grounds the council has not been consulted regarding any planning application to convert the use of any of the buildings on the site in relation to the sale of alcohol.
To consider a licensing application for Star Pubs and Bars Ltd – The White Bear, 1 Canute Place, Knutsford, WA16 6BQ.

  • Amend the licensing plan in accordance with drawing number-02 dated 25 August 2021.
  • Amend the opening hour daily to 08:00 to give the flexibility to provide non-licensable activities.
The council raises no objections to the application subject to the sale of alcohol being restricted so it is not at odds with other licensed premises.
