Cllr Gray declared a personal interest in application 23/3491M on the grounds of being a neighbour.
PL23/070 PUBLIC PARTICIPATION
A resident spoke in relation to agenda item 9 stating the timing proposed and level of funding are supported and considered sensible, and noted that when the neighbourhood plan is reviewed the Knutsford Character Assessment supporting document will also need to be reviewed, and suggested that any additional reviews may be asking too much of Cheshire East Heritage Department as they are expecting the current ongoing reviews. The resident expanded by questioning if Grove Park has gone beyond how it was conceived due to development and material changes, but that Shaw Heath has not undergone as much development and retains a lot of its character.

It was RESOLVED[1] to submit the following comment for application 23/3407M – Land North of Parkgate Industrial Estate, Parkgate Lane – Release from legal obligation relating to application 13/2935M – Outline application with all matters reserved except for means of access, for the erection of a high quality residential development (use class C3) with associated woodland buffer, ecological mitigation and enhancements, and open spaces:
The council OBJECTS to the release from the legal obligation and requests a further period of extensive marketing, utilising and exploring additional marketing platforms such as “Rightmove” and more social media advertising. Alternatively, a “rent to buy” scheme could be introduced or a reduction in the property price could be considered.
PL23/075 PLANNING DECISIONS
The decisions were noted.
PL23/076 NEIGHBOURHOOD PLAN REVIEW AND POTENTIAL CONSERVATION AREA BUDGET REQUIREMENTS
The report was noted, and it was RESOLVED to begin the process of reviewing the Knutsford Neighbourhood Plan in 2027 and to recommend to the Finance Committee that it makes provision for a Neighbourhood Plan reserve to provide budget for the review, and to pause exploration of the additional potential conservation area for Shaw Heath for two years, subject to funding, and not continue exploring the possibility of a conservation area for Grove Park.
