PL24/026 PUBLIC PARTICIPATION
A resident spoke endorsed the draft statement in opposition to a bypass/relief road outlining that there are 14 strong planning grounds that it should not be progressed and noting it would likely require excessive development to fund it, the resident endorsed the statement urging for the InFlow system to be implemented to ease congestion. The resident further spoke in support of submitting the King Street car park under the call for sites, in accordance with Policy TC3 of the Knutsford Neighbourhood Plan.
PL24/027 CONFIRMATION OF PREVIOUS MINUTES
It was RESOLVED to approve the minutes of the meeting held on 10th June 2024.
PL24/028 NEW CHESHIRE EAST LOCAL PLAN
The committee reviewed the draft consultation response prepared following the public engagement workshop. The following amendments to the draft were agreed by consensus:
- To refer to public transport in 2.2.5
- To add reference to leisure provision in 2.3.8
- To add encouragement of Cheshire East Council brings forward surplus land for community-led housing schemes in 2.6.10
- To set out a requirement for the local plan to explicitly look at provision of housing for young people under Q6B
- To amend 2.6.13 to specifically encourage Cheshire East Council to bring forward social rented housing on any surplus land it holds
- To add to Q6H direction that Cheshire East Council should look at the conflict between providing high quality housing and the impact that this then has on affordability to enable homes to be more affordable without a detrimental decline in quality compared with market housing
- To amend 2.9.6 to refer to large sites
- To amend 2.9.12 reference concern regarding the loss of agricultural land and the desire that this be protected where possible
Furthermore, it was RESOLVED to delete “high quality” from 2.2.7.
It was RESOLVED to approve the submission as amended.
It was further RESOLVED to delete 2.6.3 from the submission.
A motion to submit the Princess Street, King Street and Tatton Street car parks as development sites in accordance with Policy TC3 of the Knutsford Neighbourhood Plan was proposed. It was RESOLVED to amend the motion to add the allocation of the Community Hospital site for a combined hospital and medical centre and the Bexton Court site as a brownfield development site.
It was then RESOLVED to submit the Princess Street, King Street and Tatton Street car parks as development sites in accordance with Policy TC3 of the Knutsford Neighbourhood Plan and the Community Hospital site for a combined hospital and medical centre and the Bexton Court site as a brownfield development site under the call for sites.
