The Chairman brought forward application 24/3234M, Eskdale, Legh Road.  The meeting was adjourned to allow the applicant to address the committee; the applicant highlighted that not all houses on Legh Road are within large plots, that the application sought to respect and preserve the Conservation Area and minimise its impact on the street scene and explained that the proposal constituted downsizing from their existing home. The meeting was reconvened.

The introduction and subdivision of the plot erode, and detrimentally impact, the building plot ratio of the Legh Road Conservation Area, and the council requests the Conservation Officer’s comments are carefully considered prior to a decision.

24 Mereheath Park Amended Plans Proposed two-storey front extension and alterations and proposed two-storey rear extension and alterations The council OBJECTS to the amended plans on the grounds the proposal constitutes overdevelopment of the site through an overbearing rear elevation, the loss of the garage, and the design is not in keeping with the character of the area.
24/3562D 82 King Street Discharge of conditions 8 and 10 on approval 24/2840M: Listed building consent for proposed new pitched roof covering, repainting of existing windows and splitting the property into two demises excluding any change of use The Town Council raises no objections.
24/3555M Green Acre, Parkfield Road Demolition of existing garage and replacement with a new 3 car garage with attic storage space, with a garden store to the rear. The Town Council raises no objections, subject to neighbour comments and subject to the Planning Officer and Conservation Officer satisfying themselves the materials palette is appropriate due to a lack of information submitted as part of the application, so as not to lead to detrimental harm to the Legh Road Conservation Area.

If the council is minded to approved the application, the Town Council request a condition is applied to ensure the replacement building remains ancillary to the main dwelling.

24/3320T Guy Salmon, Manchester Road Works to Protected Trees:

35 Poplar trees (Populus spp.) The trees are situated near the perimeter fence and pose a significant risk to property and life due to their declining condition. The report outlines the current state of the trees, potential hazards, and a proposed management strategy to mitigate risks.

The Town Council raises no objections, subject to neighbour comments and whilst noting the vigour of the species, request replacements for any of the Poplar that fail to survive within the first five years following the completion of the works.
