PL23/159 PUBLIC PARTICIPATION
A member of the public spoke regarding a planning checklist identified as PLA09 on the committee action plan, noting that Cheshire East Council have recently adopted a Plan Validation Checklist to ensure applications cover elements of active travel, amenity space, and sports needs.

PL23/161 UPDATE ON 18/3872M
A team from Tatton Estates briefed the committee on the outcomes of the recent public consultation event including some of the submitted comments along with addressing the points made in the council’s objections. The Tatton Estates highway consultant made it clear that CEC Highways have been satisfied with all the elements proposed so far and the team have been working with Highways to dovetail with the Crown Estates proposal and the connectivity with the roundabout implementation on Manchester Road. The team discussed the active travel plans within the site and the requirement of funds from Cheshire East for an active travel highways improvement scheme along King Edward Road. The team went on to mention the scheme will deliver 26% biodiversity net gain, bungalows, and an allocation of affordable housing. The team also addressed the green spaces point of the objection which has been addressed by dispersing green open spaces throughout the development.

PL23/167 LOBBYING FOR THE PROTECTION OF TREES
It was RESOLVED to; lobby Cheshire East Council to secure additional informatives on decision notices for s211 applications and to seek officer appraisals of applications for s211, instead of allowing these to lapse, where the committee has made comments related to protection orders or asked questions over necessity of works; and lobby the Government to amend s211 of the Town and Country Planning Act 1990 to enable authorities to require replacement tree planting, where protection orders are not relevant.
PL23/168 STRATEGIC PLAN
The progress was noted and the committee RESOLVED to adopt the drafted action plan with the amendment to the 2024/25 activity for E4 – Protecting Trees, including the action to lobby Cheshire East regarding s211 applications for additional informatives and officer appraisals where the committee has commented beyond non objection, and lobbying the Government to amend s211 of the Town and Country Planning Act 1990 to enable authorities to require replacement tree planting, where protection orders are not relevant.
