PL21/041 DECLARATIONS OF MEMBERS’ INTERESTS

Cllr Gardiner declared a personal interest in applications, 21/5241M on the grounds of being known to the applicant, 21/5378M on the grounds of being known by a neighbour, and the licensing application for Morgan Edwards Limited on the grounds of being a customer.

Cllr Lowe declared a personal interest in application 21/5417M on the grounds of speaking to residents.

Cllr Robertson declared a personal interest in application 21/5417M on the grounds of being a neighbour.

 

PL21/042 PUBLIC PARTICIPATION

Two residents, one of which spoke on behalf of a group of neighbours, spoke in relation to application 21/5417M stating they believed the proposal is a Trojan horse with a longer-term plan to develop the land for housing. The residents stated that the application is inappropriate development in the Green Belt, fails to mention the impact on the conservation of biodiversity, that there are no toilet facilities proposed on site for staff, that the hours of operation are at odds with other similar business models, that the positive reviews in newspaper and social media articles are considered to be false representations of the true feelings towards the proposal and that the application may set a precedent for other land owners.

A representative of the South Knutsford Residents Group spoke in relation to applications 21/5417M stating the residents group would be objecting on the grounds of alterations to the openness to the green belt, 21/5379M stating the description is for a non-material amendment but the application is a material consideration, and application 21/5285M stating that the repairs to the frontage of the building have not been done like-for-like, the development should compliment the conservation area, and the representative also noted the siting of any extraction units should be away from the mosaic on Heritage Way.

The council requests the applicant submit drawings and details for the main elevation, to further support the proposed paragraph “4.4 Externally” and how the application meets Knutsford Neighbourhood Plan policies ER3, TC4, and particularly HE3, and details pertaining to the storage and removal of waste.

 

Furthermore, the council requests Cheshire East Council condition the proposal on the following two points; firstly that the location and type of extractors installed do not result in damage to the mosaic or amenity at the entrance to Heritage Way and that the proposed flat roof fire escape route should be kept clear, and not be used as a smoking area for occupiers of the premises.
