PL23/173 PUBLIC PARTICIPATION

Several residents spoke regarding application 18/3872M stating there is strong opposition by those that neighbour the site particularly on the grounds of sustainability and raising concerns over the current infrastructure with the addition of a further 250 homes. The Sports and Leisure lead for the Knutsford Neighbourhood Plan highlighted concerns over s106 agreements and suggested asking for s278 agreements to ensure the delivery of specific infrastructure obligations, and commented on the sports and leisure contributions being policy compliant but the proposal could include sports space on site.

There are 2 trees in question, an oak tree and a common lime tree. Both are situated in the rear grounds of Brook Street Chapel. Our neighbours’ x 5, who live in Grove Park, at NO’s 40, 42,44,46,48 have requested that that branches from both trees which overhang their respective gardens be cut back to the fence line, bordering the Chapel grounds. The branches are at an estimated height of between 5—15 metres , and overhang the gardens by an estimated 5–10 metres. They also ask that any dead branches, caused by squirrels stripping the bark, on their side of the fence line can be removed. They also ask if the canopy of both trees can be reduced. The trees are not subject to a TPO, but are in a conservation area.

Considering the damage to the driveway having already occurred the council questions whether the proposed works to the cypress will have the desired impact and requests the tree officer is satisfied with the proposal.

The decisions were noted, and it as resolved to contact the senior planning officer for application 23/4549D regarding the approval.

 

PL23/179 LOBBYING FOR SUPPORTING INFORMATION TO LICENSING APPLICATIONS

It was RESOLVED to; lobby Cheshire East Council to secure licensing applications uploaded in full to their website to avoid the need to attend Macclesfield Town Hall and an issued weekly notification email to town and parish councils of the registered applications with links to the full applications, as part of the licensing policy renewal process; and to call on Cheshire East Council Ward Members to submit a notice of motion, contact surrounding town and parish councils to consider supporting the proposed policy changes, and to submit a motion to the Cheshire Association of Local Councils AGM to lobby Cheshire East Council to make this policy change.
