PL24/055 PUBLIC PARTICIPATION
A resident spoke in relation to the forthcoming appeal for the land east of Longridge outlining a suggested addition to section 1.2 of the council’s draft response and that the council includes a copy of the letter it sent to Cheshire East Council in 2017 setting out the history of the proposed use of the open space for access.
The applicants for 24/2932M reported that they had submitted an appeal against the refusal of an earlier application for the site but concurrently amended the proposals under a new application to respond to comments from the town council and Conservation Officer which created more vertical emphasis on the building, increased the soft landscaping and increased the size of parking provision. They further outlined their frustration at the lack of dialogue they received from the planning authority prior to the refusal of the earlier application.
A resident spoke in relation to application 24/2932M suggesting that the council seeks removal of permitted development rights for any approved scheme such that the end property could not be extended. The resident further spoke in relation to 24/3070M noting the various schemes proposed for the site and that the approval was originally granted on the grounds that the building would remain subservient to the listed building which it would not with the proposed alterations.

It was RESOLVED to approve the minutes of the meeting held on 29th July 2024.

The Chairman brought forward application 24/2932M, Yorston Lodge Primary School.
It was RESOLVED to raise no objections and support the application which provides much needed small housing close to the town centre which will support town centre viability.
Cllr Dalzell voted against the resolution and Cllr Lowe abstained from voting.

PL24/062 NATIONAL PLANNING POLICY FRAMEWORK CONSULTATION
The committee expressed its thanks to officers for their work preparing the draft response.
It was RESOLVED to approve the response as drafted subject to the addition of referencing the need to prioritise decisions on national infrastructure and connection of power generators to the national grid under question 78, and the correction of typographical errors in questions 27 and 73.
