PL25/052 DECLARATIONS OF MEMBERS’ INTERESTS

Cllr Hartley declared a personal interest in PL25/059 on the grounds of being a personal friend of the applicant.

Cllr Gray declared a personal interest in application 25/2908/HOUS on the grounds of living on the road.

 

PL25/053 PUBLIC PARTICIPATION

A resident expressed concern that the committee was looking at commissioning a report on housing need, expressing that it is unhelpful and unnecessary and suggesting the committee focus on engagement in the local plan process.

 

PL25/054 CONFIRMATION OF PREVIOUS MINUTES

It was RESOLVED to approve the minutes of the meeting held on 28th July 2025 subject to the addition of a point in PL25/045 in respect of not using Lime Walk for active travel or services.

 

PL25/055 PLANNING APPLICATIONS

It was RESOLVED to submit the comments detailed below.

25/2783/LBC Former Frank R Marshall And Co (marshall House) Church Hill Listed building consent for 1) proposed change of use from Valuers and Estate Agent office to mixed uses comprising food-hall, bar, restaurant, community use, and events space; together with glazed links to front elevation and associated external and internal alterations to the listed building 2) 7 no food-hall containers, canopies and gazebo structures; together with ancillary structures and external works within the courtyards of the site. The council OBJECTS on the grounds that:

 

a)      The proposals constitute overdevelopment of the site, to the detriment of the character of the listed building

b)      By virtue of the layout, materials palette and colours, the containers and glazed canopies detract from the character of the listed building

c)       The interface between the trellis and canopies and the existing building detracts from the character of the listed building

d)      The development would detrimentally affect views of the listed building from all sides

The council raises no objections, but requests that the Conservation Officer gives particular consideration to the window treatment at the front of the property; the council considers that the upper section of the windows is suitable, but is uncertain whether the lower section of fixed glazed panels is appropriate for the building and conservation area.

It was RESOLVED to submit the comments detailed below and that letters be sent to the applicants felling trees requesting replanting.

25/2994/TCA 2 Egerton Square Tree work to Silver Birch tree (T1) to fell to ground level The council raises no objections.
25/2985/TCA 3 Lilybrook Drive Cherry on the rear right boundary – Reduce in height 3 metres and prune side limbs 1-1.5 metres to shape. Acer in the rear right corner – No works currently required. Cypress on the rear boundary – Reduce in height to approximately 3.5 metres from ground level, tidy on the garden side. Red Robin and Laurel – Reduce in height to approximately 3.5 metres from ground level, tidy on the garden side. Cypress to the rear left of the Laurel – Fell to ground level. The council raises no objections.
25/3160/TCA 2 St Georges Close 1. Small twin stemmed Sycamore – Fell to ground level. 4. Small Oak – Fell to ground level. 6. Sycamore – Remove the 150mm diameter limb that extends over the fence. 8. PL25/059 LICENSING APPLICATION: THE RETAIL UNIT, RED COW YARD  

It was RESOLVED to object to the licensing application on the grounds of prevention of public nuisance due to the proposal that the licence cover the outdoor area, and particularly that it allows live music, between 11pm and 1am.

 

PL25/060 PLANNING ENFORCEMENT LOG

To log was noted; the committee expressed that issue ref 2014 was not resolved and that the signs were still in situ.

 

PL25/061 HOUSING NEED

It was RESOLVED not to progress investigations into commissioning a housing needs assessment at this time.

 

PL25/062 OUTSTANDING MATTERS LOG

The log was noted, and it was agreed to raise the inaction in respect of the Lane End verge encroachment with Cheshire East Councillors.
