Apologies were received from Cllrs Gardiner and Hamilton Coan (personal business)
F20/003 DECLARATIONS OF MEMBERS’ INTERESTS
Cllr Forbes noted his prejudicial interest in the large grants budget line and stated that should consideration of the budget involve discussion on the large grants he would withdraw from the meeting.
F20/004 PUBLIC PARTICIPATION
No members of the public were present.
F20/005 TOWN COUNCIL BUDGET 2021/22
The committee scrutinised the budget and the Town Clerk reported an update to the projected expenditure of the Events and Town Centre Management Committee.
It was RESOLVED to recommend the budget as updated to council resulting in a precept requirement of £455,298.
It was RESOLVED to approve the reserve allocations as presented.
F20/006 CONFIRMATION OF PREVIOUS MINUTES
It was RESOLVED[1] to approve the minutes.
F20/007 COMMITTEE TERMS OF REFERENCE
It was noted that the committee terms of reference required updating to allow for a member of the Personnel Committee to be appointed to the internal audit working group.
F20/008 APPOINTMENT OF WORKING GROUPS
It was RESOLVED to appoint Cllrs McCulloch and Robertson to the banking and investments working group.
It was RESOLVED to appoint Cllrs Forbes, Gardiner and Houghton to the small grants working group.
It was RESOLVED to appoint Cllrs Coan, Malloy and McCulloch to the internal audit working group.
F20/009 RESERVES POLICY
It was RESOLVED to approve the policy as drafted.
F20/010 INTERNAL AUDIT WORKING GROUP TERMS OF REFERENCE
The terms of reference were noted.
F20/011 QUESTIONS TO THE TOWN CLERK
No questions were raised.
F20/012 ACTIONS LOG
It was noted that no actions were outstanding.
F20/013 DATE OF THE NEXT MEETING
It was noted that the next scheduled meeting will be held on 19th January 2021 at 6:30pm.
F20/014 OUTSTANDING DEBTORS
It was RESOLVED to exclude the public and press on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
The Town Clerk provided updates on outstanding debtors.
