E20/041 PUBLIC PARTICIPATION
A resident highlighted HM The Queen’s upcoming Platinum Jubilee in 2022 noting the long bank holiday and proximity to the usual dates for the music festival and suggesting the committee consider its plans for celebrations.
E20/042 CONFIRMATION OF PREVIOUS MINUTES
It was RESOLVED to confirm the minutes of the meeting held 11th January.
E20/043 REVIEW OF YEAR-TO-DATE INCOME AND EXPENDITURE
The year-to-date income and expenditure was noted.
E20/044 TOWN CENTRE MANAGEMENT REPORT
The committee expressed its thanks for the work of the Town Centre and Marketing Officer and noted its congratulations to Pulse of Perfumery on their award from the High Sherriff.
The report was noted and the committee expressed a preference for design option three for the town centre SHOP posters.
E20/045 CHRISTMAS LIGHTS TENDER 2021-2023
It was RESOLVED to award the contract to the Festive Lighting Company, subject to:
- An amendment to the repair covenant to require appraisal within 24 hours and repair within three days and a 5% contract deduction for each day the lights are not fully working where they are not repaired within three days.
- Definition of an ‘emergency’ with respect to emergency appraisal of faults
- A revised lighting design for the Canute Place and Council Offices Christmas tree
and to include Silk Mill Street in the scheme.
E20/046 COUNCIL EVENTS CALENDAR 2021
The programme of events in accordance with the roadmap out of coronavirus restrictions was noted.
It was agreed that the Makers Market should not return before July but that a formal decision on its restarting would be taken at the next committee meeting.
E20/047 KNUTSFORD MUSIC FESTIVAL
It was RESOLVED to postpone the festival to August and that the new dates be agreed with the chairman.
It was RESOLVED that the charity for the festival should be the Town Mayor’s Charities.
E20/048 QUESTIONS TO THE TOWN CLERK
The Town Clerk responded to a question stating that the council was continuing to make voucher sales but at a notably lower rate than prior to Christmas mostly likely due to coronavirus restrictions in the town centre and a resultant lack of promotion.
The Town Clerk responded to a further question concerning pavement licences stating that businesses can apply to Cheshire East Council for a licence but that it was unlikely to benefit many Knutsford businesses due to the narrow width of pavements and the requirement that it can only utilise the pavement and requires a specified width of pavement be left for pedestrians.

The log was noted, it was requested that the log note the percentage of landlord details recorded in the landlord register.

It was noted that the next scheduled meeting would be held on 17th May 2021 at 7pm.
