ET23/021 APOLOGIES FOR ABSENCE

ET23/022 DECLARATIONS OF MEMBERS’ INTERESTS

Cllr Russell declared a personal interest in ET23/026 on the grounds of chair of Cycle Knutsford.

 

ET23/023 PUBLIC PARTICIPATION

Cllr Robertson joined the meeting during this item.

Three residents spoke in support of a default 20mph speed limit being applied to Knutsford and specifically highlighted a call for a 20mph limit on Sugar Pit Lane.

A representative of Bexton Primary School spoke in support of 20mph limits, noting that the advisory limits near schools are not adhered to and noting there have been collisions outside the school.

 

ET23/024 CONFIRMATION OF PREVIOUS MINUTES

It was RESOLVED to approve the minutes of the meeting held on 24th July .

 

ET23/025 REVIEW OF YEAR TO DATE INCOME AND EXPENDITURE

The committee income and expenditure year-to-date was noted.

 

ET23/026 20MPH SPEED LIMITS

It was RESOLVED to set a policy of supporting a universal reduction of 30mph limits to 20mph except on [to be determined] roads where it is considered safe to drive at 30mph and that until such policy is adopted by Cheshire East Council to pursue reductions for specific roads, to be determined by the committee.

 

ET23/027 BLUE PLAQUES PROPOSALS

It was RESOLVED to approve plaques for the former Prison Governor’s House,  Marjorie Hurst, the site of the original quarter sessions and the site of the Knutsford and District War Memorial Cottage Hospital.

 

ET23/028 STRATEGIC PLAN

The progress on delivering the committee’s agreed actions was noted and the Town Clerk took questions from the committee on specific items.

 

ET23/029 KNUTSFORD IN BLOOM

It was RESOLVED to fund Knutsford in Bloom through a grant from the committee budget at the value of £1,500 per year from 1st April 2024 to 31st March 2028, subject to provision of an annual account of expenditure for the previous financial year to the satisfaction of the Town Clerk and the council’s Knutsford in Bloom representative and any grant being reduced by the value of any underspend from the previous year.

 

ET23/030 COMMITTEE BUDGET 2024/25

It was RESOLVED to approve the draft budget as presented.

 

ET23/031 OUTSTANDING MATTERS LOG

The log was noted.

 

ET23/032 QUESTIONS TO THE CLERK

The Town Clerk responded to questions advising that an application had been submitted to the Manchester Airport Community Trust Fund for works to the garden behind Booths and that a community group was being set up to manage the space; that the Cheshire East Council consultation on car parking changes would be considered by the Town Centre Committee and that Cheshire East Council would shortly be consulting on changes to its household waste recycling  centres with  Knutsford was proposed for retention.
