EN20/029 APOLOGIES FOR ABSENCE
Apologies were received from Cllrs Abel (personal business).
EN20/030 DECLARATIONS OF MEMBERS’ INTERESTS
Cllr Malloy declared a personal interest in EN20/034 on the grounds of being known to those involved in the group; EN20/037 on the grounds of being a member of Cycle Knutsford; EN20/038 on the grounds of living opposite the woodland and EN20/040 on the grounds of living on a road where dog fouling is a significant issue.
Cllrs Robertson and Coan declared personal interests in EN20/036 on the grounds of living on a street which was proposed for a replacement sign.
Cllr McCulloch declared a personal interest in EN20/034 on the grounds of living near the woodland.
Cllr Power declared a personal interest in EN20/038 on the grounds of living near the woodland and having a family connection to St Vincent’s School and EN20/040 on the grounds of living on a road where dog fouling is a significant issue.
Cllr Gardiner declared a personal interest in EN20/038 on the grounds of being a member of St Vincent’s Church

EN20/031 PUBLIC PARTICIPATION
A resident thanked the council for its support with the St Johns Wood litterpick and stressed the importance of a timeline for improvements at the woodland to keep the momentum creating from the community meeting and litterpick.
A resident expressed their keenness to be involved in the Friends of St Johns Wood.

EN20/032 CONFIRMATION OF PREVIOUS MINUTES
It was RESOLVED to confirm the minutes of the meeting held 25th January 2021.
EN20/033 REVIEW OF YEAR-TO-DATE INCOME AND EXPENDITURE
The committee income and expenditure was noted.
EN20/034 FRIENDS OF ST JOHN’S WOOD
It was RESOLVED to support the establishment of a new Friends of St John’s Wood community organisation, to provide officer support in establishing the group, developing a masterplan and obtaining grant funding and to provide a year of free website hosting.
EN20/035 HEALTH AND WELLBEING
It was RESOLVED that:
- Officers identify relevant national/local health and wellbeing campaigns and utilise the council’s communication channels to promote initiatives and awareness
- A health and wellbeing section be created on the council website to signpost to local support groups and agencies
- Biannual liaison meetings be coordinated with the public health department at Cheshire East Council and the local clinical commissioning group / GPs.

EN20/036 STREET NAME PLATES
It was RESOLVED to undertake a programme of street name replacements subject to each sign bearing the town council’s name and publicity being arranged to highlight the council stepping up to deliver a Cheshire East Council responsibility in the interests of maintaining standards in the town.

EN20/037 REVOLUTION CYCLE ROUTE SIGNAGE
It was RESOLVED that subject to consent being obtained from Cheshire East Highways the council install signage to indicate the Knutsford Revolution Cycle Route and that such signage indicate the dismount points where relevant.
EN20/038 COLLEGE WOOD
It was RESOLVED to organise a community meeting to establish a Friends of College Wood community organisation and that the Town Clerk write to both St Vincent’s Church and St Vincent’s School to engage them in the project.
EN20/039 NATURE ACTION PLAN
The progress to date was noted.

EN20/040 DOG FOULING
It was noted that there was an apparent increase in dog fouling across Knutsford, with particular problems noted on Thorneyholme Drive. A number of potential measures to tackle the issue were discussed including the provision of additional bins, signage, pavement stencils and publicity campaigns.
It was agreed that the Town Clerk write to Cllr Abel as Chairman of the Tatton Park Board highlighting the need for additional bins in Tatton Park and Cheshire East Council to request the reinstallation of signage along Thorneyholme Drive.
Cllr Gardiner undertook to highlight the problem in his next Knutsford Guardian column and it was agreed that a report on what measures the council could take be prepared for the next meeting by the Town Clerk and Cllr Houghton.
EN20/041 TOWN MAINTENANCE LOG
The log was noted, and Cllr Gardiner undertook to raise all outstanding issues a week Thursday via the Cheshire East member enquiry service.
It was reported that the Molly Potts Close sign had fallen over and that the ‘no ball games’ sign which was on the two posts at Ashworth Park required replacement.
The suggestions of closing Minshull Street to traffic to enable traders to utilise the space and installing boarding to extend pavements to provide outdoor seating areas were highlighted and noted for future consideration.
EN20/042 ACTIONS LOG
The log was noted.
EN20/043 QUESTIONS TO THE TOWN CLERK
The Town Clerk responded to a question in relation to CCTV on the Moor stating he had formally requested that CEC’s temporary camera be deployed, and information provided on the options for a permanent installation.
The Town Clerk responded to a question in relation to St John’s Wood stating that Great Places had been engaged and offered their support in delivering improvements at the woodland.
