ET25/037 PUBLIC PARTICIPATION
A resident expressed their support for bench in memory of Brian Chaplin, noting his significant contribution to the Town; commended the public right of way improvement plan report, suggesting it should be reviewed regularly, that accessibility be borne in mind when changes to gates/stiles are considered and suggesting a map of routes should be included in the report; and in relation to the CEC local transport plan consultation outlined four areas the committee should consider in its response.
ET25/038 CONFIRMATION OF PREVIOUS MINUTES
It was RESOLVED to approve the minutes of the meeting held on 1st September.
ET25/039 REVIEW OF YEAR TO DATE INCOME AND EXPENDITURE
The committee income and expenditure year-to-date was noted.
ET25/040 PUBLIC RIGHTS OF WAY IMPROVEMENT PLAN
The committee expressed thanks to the volunteers who undertook the surveys that informed the plan.
It was RESOLVED to replace cycling prohibited signs where missing/faded.
It was RESOLVED to approve the action plan outlined in the report with the addition of an action to install signage to indicate if a paths is suitable for wheelchairs.
ET25/041 BENCHES AND LITTERBINS
It was RESOLVED to:
- Install a new bin on Tatton Street
- Replace the benches on Grove Park and Highland Way
- Install a bench in memory of Brian Chaplin
ET25/042 CEC LOCAL TRANSPORT PLAN CONSULTATION
It was RESOLVED that the Town Clerk respond to the consultation in line with the points highlighted in the report and:
- The importance of connectivity to Manchester itself
- The progression of INFLOW connectivity for traffic light systems
- Requiring engagement with town and parish councils on any proposals in their communities
- Noting the proximity of Knutsford to Tatton Park and connectivity into the park through Knutsford
- The importance of improved accessibility
- The importance of coach parking to reduce reliance on private vehicles for visitors
- The ability for solutions to deliver ancillary benefits e.g. a bus service to Manchester Airport delivering inter and intra town connectivity
ET25/043 WINTER PREPAREDNESS
The planned communications plan around winter gritting was noted.
It was RESOLVED to approach gritting pavements through engagement with partners, requesting they provide grit bins in suitable locations to enable gritting of nearby pavements during icy weather, that there are regular clear communications about gritting and that a database of useful contacts is collated.

The current year action plan was noted.
ET25/045 OUTSTANDING ACTIONS AND PROJECT UPDATES REPORT
The report was noted.
The Town Clerk confirmed that donations had been secured towards general tree planting in the town and the planting of an orchard on St Helena’s Field.
