ET25/019 APOLOGIES FOR ABSENCE

Apologies were received from Cllrs Banks and Robertson (personal business).

 

ET25/020 DECLARATIONS OF MEMBERS’ INTERESTS

Cllr Hartley declared a personal interest in ET25/026 on the grounds of having personal friends and associates on Red Cow Yard, and ET25/027 on the grounds of living on Tabley Road.

Cllr Lowe declared a personal interest in ET25/027 on the grounds of living on Tabley Road.

 

ET25/021 PUBLIC PARTICIPATION

Two residents spoke with regard to speeding in Knutsford, stating that attention should be given to Chelford Road, particularly where the pavements are narrow.

A resident noted that only 3% of milk is sold in glass bottles, noting that milk refills can be obtained from the Lambing Shed and suggesting that Booths could be approached to implement the same.

A business owner on Red Cow Yard highlighted that repairs to the surface of the road would be beneficial to all users.

 

ET25/023 CONFIRMATION OF PREVIOUS MINUTES

It was RESOLVED to approve the minutes of the meeting held on 6th June.

 

ET25/024 REVIEW OF YEAR TO DATE INCOME AND EXPENDITURE

The committee income and expenditure year-to-date was noted.

 

ET25/025 NATURE ACTION PLAN

A motion to approve the proposed action for 2026, but to refer the proposed art project back to the working group to explore greater value for money, including grant funding, for that element of the programme was proposed and seconded.

It was RESOLVED to amend the proposal to include asking the working group to review the proposed location for the pond dipping activity.

ET25/026 RED COW YARD RESURFACING

It was RESOLVED that the committee wishes to be involved in the project to repair the surface of Red Cow Yard.

A motion to explore contributions from all interested parties and that dependent on the outcome, support the project with £10,000 from CIL funds was proposed and seconded but failed.

It was RESOLVED to contribute £4,500 from the current year budget, and seek the balance of funds from CIL.

It was RESOLVED that the preferred means of future management would be a management company, of which the council would be part.

 

ET25/027 SPEEDING

The following were noted as areas where speeding is particularly problematic: Manchester Road, Mereheath Lane, Chelford Road and Toft Road.

It was RESOLVED to explore the installation of gates at the entrance to the 30mph zone of Tabley Road.

 

ET25/028 STRATEGIC PLAN

It was RESOLVED to delete the actions listed which no longer fit under priority objectives.

The current year action plan was noted.

It was RESOLVED to approve the following actions for the 2026/27 action plan:

  • Subject to adoption of remaining CAAMPs, develop information leaflets for each area
  • Deliver the activity plan for the Nature Action Plan
  • Install the next Lost Streets plaque
  • Deliver a project to restore the Caesar Summer House
  • Host five volunteer sessions to support the cleanliness, maintenance and attractiveness of the town
  • Delivery of action under the Active Travel Infrastructure Plan
  • Delivery of action under the Green Spaces Strategy

It was RESOLVED to approve the budget as submitted.

The report was noted.

 

ET25/031 COMMITTEE WORKPLAN

The workplan was noted.

 

ET25/032 QUESTIONS TO THE CLERK

It was noted that the bench on the heath had been repaired and that Knutsford in Bloom could replace the bench on Grove Park. Cllr Coan confirmed that Men in Sheds could support repair of items if they can be brought to their building, but not on site.
