A22/032 APOLOGIES FOR ABSENCE

Apologies were received from Cllrs Houghton (personal business) and Nicholson (health)

 

A22/033  DECLARATIONS OF MEMBERS’ INTERESTS

Cllrs Forbes and Malloy declared a personal interest in A22/037 on the grounds of being on the management bodies of organisations using the council’s website hosting service. Cllr Forbes declared a personal interest in A22/039 on the grounds of being disabled.

 

A22/034 PUBLIC PARTICIPATION

No members of the public were present.

 

A22/035 CONFIRMATION OF PREVIOUS MINUTES

Cllr McCulloch joined the meeting.

It was RESOLVED to confirm the minutes of the meeting held 25th July subject to two typographical corrections to A22/023 and A22/026.

 

A22/036 REVIEW OF YEAR TO DATE INCOME AND EXPENDITURE

The year-to-date income and expenditure was noted and the Town Clerk responded to questions in relation to various items.

 

A22/037 COMMITTEE SERVICE FEES 2023/24

It was RESOLVED to approve the committee service fees as presented.[1]

A22/038 COMMITTEE BUDGET 2023/24

It was RESOLVED to recommend the budget to the Finance Committee as drafted.

 

A22/039 60 KING STREET REGENERATION PROJECT

The consultation report was noted and the sustainability of the project was questioned. It was agreed that the committee formally consider all options for the building at the next committee meeting to enable a decision on the progression of the project to me made.

 

A22/040 QUESTIONS TO THE TOWN CLERK

The Town Clerk responded to questions advising that he needed to allocate time to amending the Market Hall refurbishment business case and commissioning a quantity surveyor to cost the Council Offices renovation plans. The Town Clerk undertook to speak with the council’s public toilet provider on alternative to coin payments and to ensure postal strikes did not affect the receipt of council meeting summons. The Town Clerk advised on actions to prevent a public right of way being established at the rear of the Council Offices, explained that he did not believe 60 King Street would suit conversion to a traditional market to replace the Market Hall, advised that an update was awaited on the installation of the war memorial lighting and briefed members on recent water ingress in the council offices cellar advising that investigations were ongoing.

A22/042 DATE OF THE NEXT MEETING

It was noted that the next scheduled meeting would be held on 21st November 2022 at 7:00pm.
