ET24/002 APOLOGIES FOR ABSENCE

ET24/003 DECLARATIONS OF MEMBERS’ INTERESTS
No member declared an interest in any item.
ET24/004 PUBLIC PARTICIPATION
A business owner on the Parkgate Industrial Estate spoke in addition to the request for the provision of litter bins on Haig Road, expressing the frustrations of business owners about the increase in littering alongside the terrible condition of the road. The Town Clerk undertook to write to Cheshire East Council regarding the road condition.
ET24/005 PROVISION OF LITTERBINS ON PARKGATE INDUSTRIAL ESTATE
It was RESOLVED to:
- coordinate litterpicks for the estate
- work with businesses to promote use of litterbins
- to install and empty litterbins with the number provided dependent on contributions from businesses on the estate and seeking a contribution from Bellway
It was clarified that the council would fund the installation of one litterbin.
ET24/006 COMMITTEE TERMS OF REFERENCE
The committee terms of reference were noted.
ET24/007 CONFIRMATION OF PREVIOUS MINUTES
It was RESOLVED to approve the minutes of the meeting held on 15th April.
ET24/008 REVIEW OF YEAR TO DATE INCOME AND EXPENDITURE
The committee income and expenditure year-to-date was noted.
ET24/009 PROVISION OF NEW NOTICEBOARDS
It was RESOLVED to approve the installation of noticeboards on the Freeholders Hut and at Parkgate Lane with the latter approval subject to any conditions that might be imposed by the landowner.
It was agreed that a noticeboard should be installed on the new market hall and that use of the unused boards on the end of Sainsbury should be explored.
ET24/010 CEC HIGHWAYS TREE PLANTING POLICY
It was RESOLVED to endorse the Cheshire Trees Alliance letter in respect of CEC Highways’ emerging policy on tree planting.
ET24/011 BLUE PLAQUE PROPOSAL: CANUTE MOSAIC
It was RESOLVED to reject the blue plaque application for the Canute Mosaic noting it was not in accordance with the council’s scheme but that the council supports the conservation and improvement of this area and will work to improve it.
ET24/012 COMMITTEE WORKING GROUPS
It was RESOLVED to appoint Cllrs Dalzell, Johnson and Mears to the Nature Action Plan working group, Cllrs Hardley, McCulloch and Watson to the Blue Plaques appraisal panel and Cllrs Banks, Johnson, Lowe and Russell to the Active Travel Infrastructure Plan working group.
ET24/013 STRATEGIC PLAN
The progress on delivering the committee’s agreed actions was noted and the Town Clerk responded to questions in relation to progress on the heritage and PROW surveys.
ET24/014 OUTSTANDING MATTERS LOG
The log was noted. It was suggested that the Knutsford Cycle Maps be distributed via schools to promote the Revolution route.
ET24/015 QUESTIONS TO THE CLERK
It was noted that the works to the Canute Place roundabout were proposed to start at the end of July and the Town Clerk confirmed that the council had not received responses to its questions in relation to the change of the pedestrian crossing. There was consensus that the proposed closure of the Gaskell Avenue arm of the roundabout was undesirable and concern about the proposal to make the end section of Stanley Road two-way. It was agreed it was necessary to communicate the council’s opposition to the proposals.
